CNIL publishes its European and international strategy for 2025-2028

14 April 2025

The CNIL’s European and international strategy on data protection has three key priorities: streamlining European cooperation, promoting high international standards of data protection and consolidating its network of influence.

A stronger framework for global personal data protection

In addition to its strategic plan 2025-2028, the CNIL’s European and international strategy aims to strengthen and coordinate its action, in particular by taking into account the orientations of the European Data Protection Board (EDPB).

This strategy clarifies the CNIL’s position to stakeholders in Europe and around the world and provides general guidance on key issues at European and international level.

In an increasingly interconnected digital environment, the flow of personal data poses major challenges, from cross-border flows to the global development of technologies. Faced with these challenges, the CNIL believes that it is all the more important and legitimate today to defend a high level of protection of personal data in France, Europe and the rest of the world.

Three key priorities for effective action

The CNIL's European and international strategy for the coming years comprises three pillars:

  • Pillar 1 – Streamlining European cooperation to strengthen personal data protection in the new European digital regulatory environment

  • Pillar 2 – Promoting high international standards of personal data protection while supporting innovation and data flow

  • Pillar 3 – Consolidating the European and international influence of the CNIL by endorsing a personal data protection model centered on the balance between innovation and the protection of individuals
